A recent article describes a rural Fire/EMS provider struggling to keep up with population growth as issues of finances and property taxes pinch the county (often times in the areas that volunteers live in). How do departments, even in metropolitan areas, find the correct balance? How do you appeal to voters when seeking tax increases? At what point are services cut?
