A recent investigation of San Francisco's 911 system revealed that 27 percent of first responders arrive late to the scene of high-risk calls. An estimated 439 people have reportedly died while waiting for an ambulance since 2004. Now city officials contemplate hiring more dispatchers and buying new ambulances to help improve response times.

The issues brought to light in San Francisco are examples of major problems EMS departments face throughout the world.
